I don't know that this was ever really a great site for a park, but I expect that nearby office workers would have used it at break times. Unfortunately in was absolutely devoured by street people. Nearby businesses like the gas station across the street suffered as well.
Basically, we can't have parks or anything else for the enjoyment of the general public in our downtown because street people have moved in uncontested.
Look at the WDIC park on 5th Ave. How much has the city recently spent on it's construction and is currently spending on it's maintenance?
Walk by it on a sunny afternoon and music is blaring, drugs are openly used, and tax payers quicken their pace to avoid it.

CCTV cameras, emergency call stations, better lighting and enhanced parkade design will not improve safety.
It might improve the "feeling" of safety.
I go downtown on a regular basis and you can't walk two blocks without coming across someone who is either on drugs or has mental issues or both and is acting aggressive or erratic or both.
They don't care if they're on camera.
The Consultant missed the obvious suggestion for improvement;
Remove the people who threaten your safety.

The most effective thing Mayor and council can do is apply pressure and shine a spotlight on the Federal and Provincial levels of government which actually have the power to make meaningful changes to the justice system.
Be loud and consistent.
If a building burns down or blows up, don't try to pretend that things are looking up. Point the finger at those responsible, make 'em sweat.

What good is video surveillance or private security if criminals are released the next day?
There needs to be increasing levels of punishment that include jailtime to discourage crime.
And oh yeah, criminalize drugs to get to the root of the problem. Yes, I know it won't eradicate drug use, but it'll be a whole lot better than where we're at now.

Build addiction, mental and correctional facilities to deal with the problem.
It'll cost us, but in the end we may actually save money on lost business, insurance, shoplifting, vandals, emergency services and on and on...
Maybe it will actually deter people from this lifestyle.
Maybe we'll have a safe, clean community we can be proud of.
Financing free drugs, free housing, free food and no consequences for almost any action is putting us deeper and deeper into the hole as a society.
It enables and encourages the worst in people.

Break and enter, robbery, assault and out of custody by lunch time. I wonder why they weren't deterred from doing this in the first place?
