I would prefer to spend my money somewhere that they actually try to prevent shoplifting and actively charge the participants, rather then just turn a blind eye and pass the loss onto the honest people.

There will be zero fiscal accountability placed on those who sit idly by and do nothing or were responsible for our current state.
