A request for proposal published Monday outlines the terms for potential operators for the municipally owned 18-hole, par-3 course.

The contract would be for a 10-year term, with the option to extend the agreement for another five years.

Throughout the core services review process - where the decision to sell the land for commercial and residential development was narrowly defeated by a 5-4 vote - council repeatedly referred to a necessary $1.3 million in required capital upgrades for the course.

In addition to managing the facility for the city, which includes all aspects of operating the pro shop, renting equipment and running the golf program, prospective operators would also be expected to make the needed capital investments.

"Any capital investment will be amortized over the term of the agreement, which is 10 (years)," the bid document states.

Suggested capital investments outlined include the addition of a driving range, replacement of the irrigation system, upgrades to the clubhouse, the planting of mature trees and increasing the height of the fence. These are items identified in the city's list of unfunded capital projects through 2016.

"Other projects, which will provide sustainability and increased revenue potential, will be considered," the bid proposal said.

It's also specified that the city "reserves the right to accept or reject capital investment initiatives."

Last year, Pine Valley made more than $263,000 in sales of food and drinks, pro shop revenue and green fees.

For the past six years, the golf course has been operated by GNR Property Management. Under that agreement, a base commission is paid out to the city based on the total combined gross of all sales. The city was responsible for the cost of utilities as well as staff time to oversee the administration of the contract, to the tune of about $5,500 annually.

The bid closes Jan. 22, 2014, with a contract start date of Feb. 28 of next year.
