150-unit multi-family development planned near Exhibition Park

A Prince George developer is looking to build a multi-family development at 4292 22nd Ave., south of Exhibition Park.

A Prince George-based developer is seeking an official community plan amendment and rezoning to facilitate an up-to-150-unit multi-family development on a property at the west end of 22nd Avenue, south of Exhibition Park.

Hayer R. Construction Firm Inc. is seeking the rezoning for a two-hectare (roughly five-acre) lot located at 4292 22nd Ave., according to a report going to city council on Wednesday. The lot, located directly west of Hayer R. Construction’s Framework 22 development, currently has a single-family home built on it.

“To establish a level of density that will align with the existing neighbourhood and multi-family developments in the surrounding area, the applicant has offered to register a Section 219 Covenant on the legal title of the subject property to limit density to a maximum of 75 units/ha,” city director of planning and development Deanna Wasnik wrote in the report. “The proposed RM5 zone and Section 219 Covenant will continue to offer a transition between Exhibition Park and the lower-density Pinewood neighbourhood. Administration is supportive of this application, as it is consistent with the policy direction provided in the OCP and surrounding land uses.”

The required covenant would also establish a small no-build area at the southwest corner of the property, near the entrance to the walking trail between 18th Avenue and 22nd Avenue, west of Exhibition Park.

If city council approves the first and second reading on the official community plan amendment on Wednesday, a public consultation period and public hearing will be trigged before final reading can be adopted. In addition, the developer would be required to submit a servicing brief and traffic impact study to city staff’s satisfaction prior to final reading of the rezoning bylaw.

According to BC Assessment the property was sold on Nov. 30, 2022 for $1.2 million. The 2023 assessed value was $676,000.

Hayer’s Framework 22 development, still under construction, consists of a mix of townhouses and apartment condominiums.
