Where is the fuel going?

So let me get this straight. Our gas price rises because refineries thousands of miles away are not producing fuel. Does that mean the refinery here in P.G. is sending all the fuel it makes down south to make up for the shortage in the U.S.

And by the way, a boycott has never worked and never will, because there is always someonethat doesn't care about the price or where they get their gas.
