Time past to fix traffic congestion

I wonder if the city road planners actually travel the city during rush hour, can they not see the terrible cluster that happens at Fifth Avenue and the bypass ever night and morning? It is long time past due that you give this artery a double turn lane and stop the traffic from turning left out of the Spruceland Shopping Center. People always pull dangerously across there and sometimes even thoughtlessly block already congested traffic. There are several exits on Central and one onto Eighth that they can exit the mall from, then the road dividers in the center of Fifth can be moved to accommodate the flow of traffic better.

This is not an expensive fix and should be able to be done in a day. Emergency vehicles have no way to get around a cluster of this type and surly must reroute if they need to attend an emergency. The traffic at Abhau and Fifth intersection cannot even come through, it is gridlocked going east. This has been an issue for years now and I think it should be addressed and get that area flowing better for commuters, There is absolutely no reason for people to be making a left hand exit from the Spruceland Mall, it seems silly that city planners cannot see this.
