Citizens of our fair city should be asking whose bright idea it was to pay multi-millions of our dollars to construct an underground parking garage on the same downtown block as there exists a scarcely-used above ground parking garage.
When that new facility inevitably floods, will ICBC be on the hook for the expensive autos destroyed?
