I have a simple solution to the city's problem of a lack of money to do proper snow removal. There are two untapped sources that I'm sure would provide more than enough funds. License bicycles and cats! We have to license dogs. Why should bicycle and cat owners be exempt? I suppose there are still folks who would rather shovel out their own driveway!
