I am appalled that the breeder in the animal cruelty case, Kim-Canh Dinh, got such a light sentence for his abuse of his dogs. If he was truly overwhelmed, there were options for him: find better homes for the dogs, or seek support on how to train them.
There is no way to justify eight months of aggressive dogs running around the area, and there is no reason he should ever be allowed to have animals again, let alone after three years.
The puppies had not been socialized with people or dogs and were deeply traumatized. As the owner of one of them, I can say she is becoming a friendly adult dog, although is still very nervous. I have met another of these puppies at Ginter's off leash park several times, and he is developing too. Despite the cruelty inflicted on these dogs in their early life, they are finally learning how to be a part of a family and how to be loved.
