Picasso it isn't! Cynthia Rebman compared the monstrosity at 20th Avenue and Victoria Street to an artist whose work was presented and sold to those who wanted it, perhaps on a street side and then after death at art auctions, to eventually be displayed for the public in galleries.

Either way, those who wanted to look at it could pay the fee to look at it (or buy it outright).

I really don't think this is art. Each to his own, right? So, who is going to clean up the mess the birds are making, oh, right, the rain, snow, sleet, and hail.

Perhaps the "art" worshipers out there would like to clean up what nature can't perform naturally.

I shall laugh (at least it brings joy to me in some ways) every time I think of those who feel this "outdoor bird plopping, swoop thing" is Joyful.
