So Harper is spreading alarm that a small amount of foreign funding to cash-strapped environmental groups to convince Canadians to stand up to the Enbridge propaganda machine that's bankrolled by 100 million in foreign cash is "hijacking" the process. I'm confused, which foreign money is hijacking the process?
