When reading the recent issue of the Connaught Inn it stuck me that this may be an opportunity for a win-win solution.
Convert it into a low-income senior residence. The location is ideal - close to medical services, close to the library and the reading garden, close to shopping and close to the pool. It has the built-in infrastructure including dining and cooking for seniors who need that service. The individual rooms have a stove and fridge for more independent seniors. I believe Kamloops has senior facilities in the downtown areas. This could help revitalize the downtown core. I believe this could be accomplished at a fraction of the cost of building any new facility.
I suggest the city take the lead role to start investigating this potentially great opportunity.
