Why stop at municipally funded RV parks, laundry facilities and water sales?
With the city's vast resources, they could compete with so many other small businesses. As you have stated, there are so many obvious revenue opportunitie - city-funded restaurants, city-funded gas stations, city-funded clothing stores.
Think of the revenue from a city-funded newspaper! Oh, wait, then you would be out of a job.
