Bylaws should be enforced equally

A bylaw service threat, to fine residents in areas prone to bears, for putting out garbage earlier than 4 a.m., is biased. It is not appropriate to enforce rules in less than a fair and consistent manner. This bylaw applies to everyone in the city, not just those near greenbelts or bear-prone areas. It would be like forcing me to move my tarp garage in early 2008, and ignore the hundreds of other similar violations in the city. This is a form of bullying, plain and simple.
