Bad arithmetic confuses message

I think there must be an error in his numbers with reference to the article on how many residential customers BC Hydro serves.

In paragraph one he claims "Hydro serves 95 per cent of the population of the province, which represents 1.8 million residential customers."

Here's some arithmetic from Wikipedia which somewhat disputes his figures.

In 2009, British Columbia had an estimated population of 4,419,974 (about two and a half million of whom were in Greater Vancouver).

At those figures 95 per cent of the province would be nearly 4,200,000. I'd like to hear from him to be sure I haven't misunderstood his message.
