If you are having trouble with bears getting into your garbage I have a low-tech solution to the problem. It's called a snap strap, a black rubber tie down with hooks on both ends, the type truckers use.
The front of the lid has a row of holes and about halfway down the front, there is a recessed lip. Hook one end in the hole in the lids and the other goes to the lip. It should be just long enough so you have to stretch it slightly to make it work. And even if Bruin beats it all over the yard, he (or she) can't open it.
Since I started using this method two years ago Bruins don't even bother coming around my place.
An added bit of security, I use is to chain my bin to the top railing of my deck. Be sure to take the strap off when putting out for pickup as the operator will not be able to dump it.
