After reading your interview with the two teenaged girls regarding the girls prison it sounded like they regarded it as a vacation place.
Since both had been there several times it was obviously not a deterrent of any kind and in one case a family tradition.
Being sent farther away from family and friends (and dealers) might make them think twice about flaunting the law.
