However, his recent observation that, "In the early 1990s, the national debt pervaded the collective consciousness" leaves out a critical element. In the early 1990s our national debt was out of control and our credit rating was in the tank.
Finance Minister Paul Martin took a number of tough steps and by 2002 Canada's credit rating had returned to AAA.
