The Saskatoon Blades had the worst record in the WHL this season.
But they don't have the right to pick first-overall in the 2015 WHL bantam draft.
The Spokane Chiefs won that lottery Wednesday in Calgary.
The Chiefs now own that first-overall pick as a result of a January 2013 trade when they sent winger Collin Valcourt to the Blades, who were trying to assemble a Memorial Cup contender when they hosted the national tournament that year.
Wednesday in Calgary, the six non-playoff teams, including the Blades, had their draft order determined for all subsequent rounds in the lottery. The Chiefs had a 57 per cent chance of having one of their balls chosen to nab the first pick.
The Blades also finished last overall in 2013-14 but traded their first-overall pick to the Brandon Wheat Kings, who used it to select Winnipeg centre Stelio Mattheos.
The draft will be held May 7 in Calgary. The Prince George Cougars will have the eighth overall pick.
The other first-round picks for non-playoff teams in the lottery were selected in the following order: 2. Lethbridge Hurricanes; 3. Vancouver Giants; 4. Kamloops Blazers (traded to Moose Jaw); 5. Prince Albert Raiders; 6. Moose Jaw Warriors.
The 16 playoff-bound teams pick in order in the first round based on their point standings in the 2014-15 season, including: 7. Tri-City Americans; 8. Prince George; 9. Spokane; 10. Swift Current Broncos; 11. Edmonton Oil Kings; 12. Kootenay Ice (traded to Saskatoon); 13. Victoria Royals; 14. Regina Pats; 15. Seattle Thunderbirds; 16. Red Deer Rebels; 17. Portland Winterhawks (forfeited); 18. Medicine Hat Tigers; 19. Everett Silvertips (traded to Saskatoon; 20. Calgary Hitmen; 21. Kelowna Rockets (traded to Prince Albert); 22. Brandon Wheat Kings.
In 2012, the WHL forfeited Portland's first-round selections for five straight years (2103-2017) and withheld their first five picks in 2013 as part of the league's sanctions on the Winterhawks for a series of player benefits violations.
