The city's unemployment rate stood at 6.6 per cent in October, according to Statistics Canada labour market survey numbers released Friday.
That's down from 7.3 per cent in September but up from 4.6 per cent the year before.
There were 48,000 holding down jobs, with 4,000 looking for work.
Those of working age not seeking employment was 20,500 last month, a 3,800-person increase year over year.
In September, there were 48,200 people working, 3,800 seeking work and 19,700 not participating.
The numbers are based on a three-month rolling average and do not separate part-time from full-time employment.
