City council should take some of the blame for the uproar over turning the tennis court at the Highland community centre into a parking lot, says school board trustee Roxanne Ricard.
While the school district "took it on the chin," council members escaped any flack, Ricard said, even though they backed out of a partnership to run the facility as a community centre after it was closed as an elementary school in 2004.
