The city had applied to P3 Canada for support to develop a public-private partnership to develop the facility - and seek access to federal grants worth up to 25 per cent of the project cost.

That application was denied for 2011, Bates said, but other options may exist.

"We'd like to work with the society to develop some options for council to consider going into the next strategic plan," Bates said. "We'd like to have that conversation with the society and have something ready for the Dec. 19 regular council meeting."
