Prince George city councillor Brian Skakun was found guilty of violating provincial privacy legislation Tuesday morning.
Justice Ken Ball found Skakun guilty and fined him $750 for releasing a confidential city human resources report to the CBC in August, 2009. The Heller Report appeared on the CBC's website on Aug. 19, 2009.
The report detailed an investigation by labour lawyer Kitty Heller into the conduct of Ann Bailey, who was the manager of the Prince George RCMP detachment civilian staff at the time.
Three city employees at the detachment - Sheri McLean-Smith, Linda Thompson and Ken Corrigan - alleged they were harassed by Bailey and then-detachment commander Supt. Dahl Chambers. Bailey and Chambers were living together at the time.
In the report, Heller cleared Bailey of harassment, but found the relationship between Chambers and Bailey to be a conflict of interest.
Chambers' conduct was investigated separately by the RCMP, and he was later required to formally apologize to the three.
Skakun confessed to providing the report to the CBC, but his defense lawyer argued he was justified to do so under whistleblower legislation.
