Skakun censure before council on Friday

City council will hold a special meeting on Friday to decide whether to proceed with a censure against Brian Skakun.

In his report to city council, city manager Derek Bates said council must decide whether to proceed with a censure and sanctions as previously planned, a censure only or no action at all.

On Oct. 13 B.C. Supreme Court Justice Robert Crawford dismissed Skakun's petition for an injunction to stop council from proceeding with a censure until the appeal of his conviction under the Freedom of Information and Protection of Privacy Act is resolved.

If council decides to proceed with a sanction, an additional report would have to be prepared for city council which would include Justice Crawford's ruling, advice from administration on how and when to proceed, and the text of the resolutions to be considered, Bates wrote.

Bates said council should consider Justice Crawford's non-binding advice to council.

That advice included a question on the appropriateness of sanctions against Skakun; a reminder that Skakun has already gone through the court process and his offense was only a misconduct; that each sanction measure should be considered individually; and that the matter should be resolved before the civic election.

Mayor Dan Rogers and Coun. Debora Munoz won't take part in the special meeting, as both have agreed to recuse themselves on Skakun's request.

Acting Mayor Shari Green will chair the meeting, which takes place at noon at City Hall.

"The purpose of the meeting is to have a discussion on the report," Green said.

Green declined to comment further prior to the meeting.
