The sale of city-owned land to developer Otter Properties for a gambling centre, the city's $3-million contribution to the centre's parkade and the city's oversight of the project appear straightforward, from information in more than 1,000 pages of city documents obtained by The Citizen.

The documents - including e-mails, progress reports, land transaction documents, consultant reports and meeting minutes - were obtained through a request under the Freedom of Information and Privacy Act.
