New fees and increases on council agenda

Bylaws will be presented for initial readings on everything from business licences to planning and development services to soil removal to community arenas. Most of the increases are five per cent in response to concerns raised during a July council meeting.

New fees include a $155 business licence for secondary suites.

Staff is recommending council deny a portion of an application to waive development requirements along Sloan Road for an eight-lot subdivision at 2322 and 2444 Noranda Road West in the Hart.

Specifically, staff does not support requests to waive construction of sidewalks, boulevard landscaping and extension of the storm sewer collection system.

Endorsing those requests would be inconsistent with official community plan policy direction for growth management, infrastructure servicing and pedestrian connectivity, according to a report to council.

Staff has no issue with waiving the requirement for underground wiring for electricity, telecommunications and street lighting, noting properties along Sloan Road are currently serviced by overhead wiring.

Staff also has no issue with a subsequent application to rezone the property two allow for seven lots of single residential and one lot of multiple residential. The site is currently zoned for sevent lots of suburban residential and one lot of multiple residential.

A hearing on the variance application is scheduled for 7 p.m. followed by a public hearing on the rezoning application.

Public hearings will be held on three other matters:

- To lift a covenant on 7818 Highway 97 South that restricts land uses and new construction until water, sanitary sewer and storm systems are in place.

The services will be in place along the property's frontage when the Boundary Road project is completed this fall.

Applicants Susan and Peter Teichroeb want to build a 774-square-metre addition to an existing building on the property to provide storage and warehousing space for Happy Trails RV.

Staff is recommending council approve the application.

- To rezone 2789 Sanderson Road in Peden Hill to allow a daycare at the site.

The site's current zoning allows for up to a dozen children but applicants Shawna Lorrie and Holly Jacklin want to operate a daycare, preschool and after school program with a capacity of 28. The daycare would host eight children from 7:30 a.m. to 5:30 p.m. and the three other programs would host 20 children and operate at different hours during the day.

Afterschool would run from 2:30 p.m. to 5:30 p.m., morning pre-school from 9 a.m. to noon, and afternoon pre-school from 12:30 p.m. to 2 p.m.

Staff is recommending approval.

- To rezone 3050 Boeing Road to allow a liquor store in the Eastway Esso.

The store would take up 91 square metres of the existing building.
