That's the word this week from Immigration Minister Jason Kenney during a media phone conference from India.

The Conservatives hope to have a bill before Parliament by early October and in the meantime are sending a special envoy to Asia as a way to prevent further human smuggling and more ships from landing on the B.C. coast.

Last month a ship arrived off the coast of Vancouver Island with almost 500 Tamil passengers on board, fleeing Sri Lanka via Thailand.

It was the second such ship in less than a year and there are rumours that more ships of Tamils are planning to come to Canada.

Kenney said it's difficult to deal with human smuggling. Read more in The Citizen
