Hundreds sign petition against proposed College Heights developments

Three proposed developments could bring up to 1,427 new apartment, townhouse and duplex units to the Prince George neighbourhood.

As of Wednesday morning, 444 people had signed an online petition opposing three proposed developments in College Heights which could result in up to 1,427 new apartment, townhouse and duplex units in the area.

On Monday, city council approved the first and second readings of rezoning bylaws for the developments proposed by Kelowna-based Troika Management Corp. and Prince George-based Bic Hayer Rental Properties Corp. All three projects will be subject to public hearings before city council, before third and final readings of the bylaws are considered.

“Many residents of the neighbourhoods in College Heights and surrounding area are greatly concerned about the proposed changes to the land use being put forward…,” petition creator Chris Rowland wrote in a letter to city council dated June 9. “Attached to this cover letter are the names of 305 residents (collected through an online petition at htps://www.change.org/CollegeHeightsGreenspace2022) who want more information and engagement from the City of Prince George, and as a collective are opposing the rezoning application that is being proposed due to the effects it will have on the infrastructure of our College Heights community.”

In addition to the petition, city council received 77 other letters and emails in opposition to the developments as of Monday, two raising concerns and one in favour.

Troika Management Corp. is seeking to rezone undeveloped, treed land located at 5958 Stringer Cres, 6100 O’Grady Road and 5743 Nicholas Ave. (Lots 2, 3 and 4 on the map) to allow development of more than 1,000 units of housing in the form of six-storey apartments, townhouses and duplexes, along with secondary commercial uses.

Bic Hayer Rental Properties Corp. is seeking to rezone a 2.85 hectare undeveloped lot at 6700 Southridge Ave. (Lot 1 on the map). The proposed zoning would allow a multi-family development of up to 350 units on the site, to a maximum height of four stories.
