City council will consider final reading of a bylaw to rezone two residential lots on Petersen Road to allow the expansion of BBK Bottle Depot on Monday.

In May, council gave tentative support for the rezoning, despite the overwhelming opposition of area residents.

The lots are currently vacant and used as a gravel parking lot, although they are zoned for residential development. The proposed development would see a new recycling centre building built on the lots, and the current building used for storage.

In a three-hour public hearing in May, 16 residents spoke against the development and an additional four wrote letters of opposition.

Final approval of the rezoning bylaw was dependent on city staff approving a traffic study by the proponent.

Downtown incentive program

Council will consider making a pair of addendums to an agreement with Northern Development Initiative Trust made in August.

The city created a 10-year tax exemption program for new developments downtown. Under the agreement signed last month, Northern Trust can provide developers with an upfront payment for the value of that tax exemption.

The addendums clarify the agreement between the city and Northern Trust, specify the payments are to come from the City of Prince George allocation of the trust and be repaid to the same account.

Downtown design guidelines

A draft of the proposed new design guidelines for downtown construction will be before council on Monday.

The proposed guidelines would place an emphasis on making downtown pedestrian-friendly. Some of the design features proposed include making buildings pedestrian friendly with lots of lighting, windows, short frontages and appealing details.

Pedestrian walkways and well-defined public spaces are also part of the proposed design plan.

If approved, the city will conduct public consultation on the design before preparing a final report for council.
