Deadline for loan opposition nearing

The deadline is approaching for residents who are against a pair of city borrowing plans to log their opposition.

The alternative approval process wraps up on Oct. 28, requiring residents against two loan authorization bylaws worth a combined $7 million to submit response forms by 5 p.m. next Wednesday.

Whenever the city needs to take out a loan from the Municipal Finance Authority for a term longer than five years, it requires constituent permission. City council approved using the alternative approval method (over a referendum) at the end of July and the process officially began in mid September.

The city wants to borrow $1 million over a 20-year term to make repairs to Foreman Road, widening it to safely have two-way traffic and addressing landslide areas above the CN Rail crossing.

Two more loans worth a combined $6 million are also being considered to replace vehicles in the city's fleet.

Those against the borrowing can fill out and return response forms which are available at city hall and on the city's website.

If 10 per cent or more of eligible voters return forms (5,120 people) by Oct. 28 indicating their opposition, council can't authorize applying for the loan unless they get approval via referendum.

There have been elector response forms already submitted to the city for both bylaws, said city spokesperson Michael Kellett. Results of the process will be reported at the Nov. 16 city council meeting.
