Councillor Brian Skakun has no grounds for the "whistleblower" defence to explain why he leaked confidential documents about the workplace atmosphere at the Prince George RCMP to a local media outlet nearly two-and-a-half years ago, Crown counsel Judith Doulis argues in a closing submission.

Skakun is on trial for violating privacy legislation after a copy of a report by labour lawyer Kitty Heller was posted on the CBC website for a brief period in August 2008.

Judge Ken Ball is expected to reach a verdict by May 24 after reviewing closing submissions from Doulis and defence lawyer Jon Duncan, who has until tomorrow to provide a rebuttal.
