The city and their unionized employees are bringing in a third party to help them reach a deal.
The two sides reached an impasse after two days of talks on Oct. 28 and 29, said Janet Bigelow, president of Canadian Union of Public Employees local 1048.
"There was a consensus that we need mediation, so we agreed on that," said Bigelow.
The city did not have any comment.
Members of CUPE 1048 and 399, representing inside and outside workers, respectively, have been without a collective agreement since the previous four-year contract expired Dec. 31, 2012.
Those two days of bargaining came after the membership voted 93 per cent in favour of job action on Sept. 5 and 95 per cent against the city's last proposal.
No dates have been set as to when mediation will begin.
