City beat deadline on disclosure charge

Further details have come to light on why a charge of unauthorized disclosure of personal information against City human resources manager Sandra Caffrey was stayed.

Carlene Keddie said Friday she was told by Crown counsel Victor Galbraith the charge was dropped because Caffrey was relieved of responsibility when she received permission to make the move from her superior, corporate services director Kathleen Soltis.

And while there may have been a case against Soltis as a result, Keddie said Galbraith told her it was too late to press a charge against her by the time the one against Caffrey was dropped.

Galbraith confirmed the account when reached in Quesnel, with a proviso.

"I didn't given an opinion that there is a case against Ms. Soltis," Galbraith said. "I said basically it's statute barred anyway so there's no point in thinking about that."
