A proposal to build a three-storey, nine-unit apartment building in the Crescents neighbourhood won city council's support Monday night following a public hearing.

One nearby homeowner raised concerns about access along an adjacent alley, as well as about parking and storm water while two others spoke in favour the project, slated for 1694-7th Ave.

In answer, Bruce Johnston of Access Engineering said there will be 13 parking spaces on site with 8-9 of them underground and a design of a system to hand storm water is in the works.

The units will be sold under a strata arrangement, not rented, and five of units can be converted for wheelchair access, he added.

The condition of the alley - half of it is unpaved, council was told - and lighting along Seventh were also raised as concerns.

Council members voted unanimously in favour of passing the related zoning amendment bylaw through third reading. Fourth and final reading remains pending.

"It's certainly meets many of the strategies we're looking to do in the downtown area as far as densification," Mayor Lyn Hall said. "I've heard loud and clear about the need for lighting as well as some upgrades in the alley and I think that should be just a matter of course as we take a look at these developments that are in these areas.

"If we have work to do that will make things a little easier for residents, particularly those who have accessibility issues, then I think it's something we should take a look at."
