Prince George RCMP arrested a suspect Sunday after officers were called to a report of a flasher on the pathway between Cottonwood Island and Fort George parks just before 5 p.m.
But because the two people who notified RCMP via 911 refused to provide a statement, the man was let go.
RCMP needed the statements, Cpl. Craig Douglass said, because police did not catch him in the act.
"We had no evidence so we released him without charge," Douglass said.
If the two change their minds, Douglass said the suspect could be summoned to appear in court.
The suspect was described as Caucasian, 25 years old, with light red hair and wearing a grey hoodie and grey pants. It's not clear whether the man suffered from mental health issues, Douglass said.
Douglass also asked that anyone who sees any suspicious activity in Cottonwood Island Park to call RCMP, noting its often used as a way to break into the Prince George Railway and Forestry Museum.
