Measure taken in response to blasting trouble

The operator of a quarry off Otway Road must submit a plan to the local mines inspector before doing anymore blasting at the site.

The order was issued earlier this month after police and firefighters spent 1 1/2 hours during the evening of Feb. 20 looking for the source of explosions heard as far away as the Bowl.

The plan must include timing of the blast, and the inspector be made aware of any changes to this plan, according to a statement from the B.C. Ministry of Energy and Mines. The plan will be forwarded to Prince George Fire Rescue as necessary.

No damage was caused by the blast, the Ministry said, although the inspectors were following-up with more residents to confirm and there was no contravention of the B.C. Health, Safety and Reclamation Code, or local bylaws.

"It appears that a temperature inversion acted as a mirror to reflect the noise (i.e., air blast) across the river, and measures to avoid this situation will be recommended to the operator," the Ministry said.

The operator fully cooperated with the investigation, the Ministry added. A stop-work order was lifted on March 3 and no further penalties are being pursued.
