Obviously this child is looking for attention. And no matter the age I say child because it was a childish thing to do. What if by chance a car was in that area that she described?? And that poor person was fasely accused? I've caught a few doing it and wanted to do more to them than just give them a stiff reprimand, believe me. If she is still living with Mommy and Daddy, then perhaps they should be either paying the bill or making sure she gets psychriatric help if she has issues.
