I wish that I could have been present at the other meetings, however, I was not informed until the very last reading of the bylaw. I do not think the public understands the extent of this bylaw. Even candles will not be allowed at grave sites. I fully understand safety issues, and even the railings that cannot be removed in case of an excavation. The only public consultation was a 50 person telephone survey, and 2 public meetings held 1 year apart, with little advertising. The city recommending a "soft approach" to enforcing fines, but it is written in the bylaw that EVERY DAY that an element contravenes with the bylaw is considered a separate offense, with the min. fine of $50 and a max of $10, 000. I remember about 15 years ago the city tried the same thing and ended up with a compromise. I hope that she and the cemetary management can come to some sort of common ground on her daughter's gravesite so she may continue to express her love in a way she feels is fitting.
