			<description>Thank you for everyone's comments.  I wish that I could have been present at the other meetings, however, I was not informed until the very last reading of the bylaw.  I do not think the public understands the extent of this bylaw.  Even candles will not be allowed at grave sites.  I fully understand safety issues, and even the railings that cannot be removed in case of an excavation.  The only public consultation was a 50 person telephone survey, and 2 public meetings held 1 year apart, with little advertising. The city recommending a &quot;soft approach&quot; to enforcing fines, but it is written in the bylaw that EVERY DAY that an element contravenes with the bylaw is considered a separate offense, with the min. fine of $50 and a max of $10, 000. 			<description>Holly's memorial to her daughter is indeed a pretty one, and it is perhaps a way for her to cope with a most devastating loss--I can't imagine the pain she feels, and I would like to offer my condolences to her.

I hope that she and the cemetary management can come to some sort of common ground on her daughter's gravesite so she may continue to express her love in a way she feels is fitting.  As long as compassion is the guiding factor, perhaps this can be accomplished. - allniter</description>

			<description>Holly,I think you have done a beautiful job, creating a lovely memorial for your daughter and I know how you feel been there too.But...I also agree with the safety aspect of it all and how it can get out of hand and lead to vandals or safety issues.
