Who is failing who?

On the subject of the highly respected Dr Suresh Katakkar departing his position I have in

the past several months rather wondered about the seemingly beautiful construction of the

cancer facility which will no doubt be set up tol utilize older (chemo & radiation) techniques and

equipment to treat the condition?

Since the point in time when the tender went out for bids, there have been new discoveries and developments announced that do not necessarily condone those former nasty approaches to anyone's health.

Perhaps Dr Katakkar is only too abundantly aware of these enlightened approaches. So,

whose failing is it?
