David Douglas Botanical Garden Society will have to look elsewhere to finance a bridge and pay for operating costs -- city council turned down a request Monday night for $40,000 worth of help. Council voted 7-2 to deny the request rather than consider it during budget discussions in February. Coun. Debora Munoz and Coun. Dave Wilbur voted against the motion, arguing it should be considered in the context of other proposals that may come forward at budget time. But Coun. Don Bassermann said it's pointless to give people a "false hope" and Coun. Cameron Stolz said times are tough, noting that earlier in the day the finance and audit committee went through staff recommendations for $1-million cuts to services affecting everything from flower baskets and banners to cuts in staffing. Even with the reductions, he said council is looking at a four-per-cent increase to the levy heading into budget discusssions. That works out to a $2.8-million hike over and above the 2009 levy of $69.9 million. The society was seeking $30,000 to build the bridge to complete the bridge that is part of the water feature at the display garden on the UNBC campus and $10,000 a year for operating costs.
