A new pawnshop bylaw took a step closer to being adopted when it was advanced to the public hearing stage by city council on Monday night. If approved, will require second-hand dealers and pawnbrokers to collect, record and transmit to the RCMP an accurate record of all goods purchased and taken in pawn. It will also require that such goods not be altered, sold or exchanged for 30 days, although they may still be returned to the original owner at any time, to give RCMP enough time to review all the records. Used cars and large appliances will not be subject to the bylaw, city planning manager Dan Milburn confirmed. Pending approval, it will come into effect on March 1, 2009, to give dealers time to make the adjustments, which include using new software to make reports to the RCMP electronically. The public hearing is tentatively scheduled for the Aug. 11 city council meeting.
